They are officially moving dirt. I went down there on my lunch hour and snapped a few pics. I stayed incognito. I don't think it would be good if a bunch of paddlers went down there regularly as it has no trespassing signs, but if you do, stay low and out of the workers way.
I believe the canal on river left they are digging is the diversion channel so they can divert the river while they build. Just my guess.
